Busy Days in the Capitol City

Hello,

It has been a busy start to the session and we are already finishing up our third week here in Juneau.  

The House Finance committee has been hearing overviews from the different departments and the budget subcommittees are reviewing the Governor’s budget proposals. 

The overall Operating Budget proposed by the Governor for FY 11 is 10.4 billion.  The budget breaks down roughly as follows:

• $56 million for K-12 statutory education increases

• $46.2 million for Medicaid growth

• $42 million for increased fuel costs

• $10 million for in-state gas development and corrosion litigation

• $10 for increased costs at the University

• $7 million for a sexual assault and domestic violence initiative including funding for 15 new VPSOs

• $6.5 million for in-state natural gas development

• $26.7 million for salary increases and health care costs

• $60 million for revenue sharing

• $358 million for retirement systems unfunded liability

• Full funding of PCE

• $12.3 million for LIHEAP

• $5 million for AKPAY

The Governor has also proposed spending $1.1 billion to forward-fund education and a transfer of $400 million to fund a new merit scholarship program.

The Governor’s proposed Capital Budget totals $1.6 billion and includes $708 million for roads and airports,  $38 million for village safe water projects, and $23.1 million for the municipal water and sewer program.  Water and sewer projects in my district include the communities of Fort Yukon, Tanana, Marshall, Crooked Creek, Slana and Takotna.  Airport and road projects are planned for the communities of Manley Hot Springs, Stevens Village, Marshall, Slana, Galena and Livengood. 

Other major projects in requested by the Governor include:

• $100 million for deferred maintenance as part of a five year plan

• $106 million UAF Life Sciences Building

• $75 million state crime lab

• $37.5 million for UA maintenance

• $2 million for pipeline training center

• $3 million for the Covenant House

• $1 million for the Military Youth Academy

• $26 million for AEA Energy projects

• $500,000 for the Climate Impact Mitigation Program

• $1.5 for the Jesse Lee Home restoration

• $1.36 million for Coastal Management Pass Grants

• $250,000 for snowmobile trail grants

• $200,000 for NR winter trail markings

• $100,000 for community jails repairs

• $10.5 million to Denali Commission and ANTHC

• $1.1 million for fire truck replacement

• $625,000 Land Mobile Radios

• $5 million for Teacher and Public Safety Professional’s housing

• $1 million VPSO housing

• $3 million for AHFC Weatherization program

The Governor has also requested $24.8 million for school major maintenance which will cover 8 projects none of which are in House District 6.

I’ve had a lot of visitors these first three weeks and that is always something I enjoy.  Not only does it keep me informed of what is going on in the District and around the state, but it keeps me from getting too homesick!
