Missing a Title
Hello Friends and Neighbors,
The 90 day limit for our first shortened session is rapidly approaching
and many of us feel the press of time. With 10 days remaining, we’re
working on both Saturdays and Sundays. Here are some of the issues
on my mind:
Budgets: Passing the budgets is the
one essential job of the Legislature, and when that is complete the
legislature customarily adjourns. Although we are moving forward
... and in a BIG way, the budgets are still in flux, with a looming
showdown between the Legislature and the governor about how much
we spend and where we spend it. Senator Ellis, Representative Gara
and I met with the governor last week to discuss our district projects.
My priority remains to ensure a significant real savings of our multi-billion
dollar surplus. Current projection is that we will put about $5
billion into savings.
Abortion:
Federal law bans “partial birth” abortion in Alaska and nationwide.
I was one of 16 House members who voted against House Bill 301 which
passed the House last week. Doctors had testified that the language
of the bill effectively threatened all abortions in the state, and
allowed no exception for the health of the woman. I am convinced
that Alaskans value privacy and do not need state intervention in
decisions a woman makes with her doctor.
Animal Cruelty: I learned recently that the client
confidentiality regulations are interpreted by some to mean that
veterinarians are prohibited from reporting animal cruelty when the
perpetrator is a client. I offered an amendment to clarify in statute
that a veterinarian can choose to report cruelty and abuse
to a peace officer. After extensive floor discussion I decided against
pursuing the amendment for the time being. The board has promised
to address the matter in May, and they know I am prepared to take
action next year if necessary.
Student Surveys: Today the House passed HB 207,
allowing students to participate in a voluntary and anonymous survey
about a range of behaviors including personal safety, drug use, and
sexual activity. The survey is sponsored by the Center for Disease
Control and information gained is used in public health planning
efforts. Parents and students can opt out of the entire survey or
out of any portion of it. As a strong supporter of children’s health
and education, I support use of this planning tool.
